When the Wiener Volkstheater (then called Deutsches Volkstheater to distinguish it from other national theatres in the Danube monarchy) was founded in 1889, the Viennese theater landscape was still strongly divided according to class: the Burgtheater, for example, was reserved for the high aristocracy as a private imperial theater. In contrast, there were increasing calls for a Deutsches Volkstheater as a decidedly bourgeois, popular counterpart to the court theater. In addition to folk plays, classical and modern dramas were to be performed.
